Given the recent interest and alignment of ADA50 with the topic of Performance Measurement, these links may be of some use to members and friends of the committee…
A web-based library of performance measures, emphasizing environmental and community measures, developed through SHRP 2 Capacity project C02 is now available on line. A companion to final report C02: Performance Measurement Framework for Highway Capacity Decision Making, this SHRP 2 product links performance measures to key decision points in the transportation project planning process. The performance measures library is included in the newly released website: Transportation for Communities—Advancing Projects through Partnerships (TCAPP) at: transportationforcommunities.com. TCAPP is the framework that will eventually house all products of Capacity research.

TRB Conference Proceedings 43: Key Issues in Transportation Programming summarizes plenary and breakout sessions of a November 2006 conference that explored the current state of the practice and long-term implementation experience associated with the programming process, successful practices in linking planning and programming, and the linking of programming processes to the development of performance measures and asset management systems. The conference also examined programming and politics, data requirements and data manageability, and effective approaches to public involvement for programming.

As State DOTs continue to grapple with budget shortfalls and address competing demands such as maintenance and preservation of the system versus capacity expansion, more effort is being directed towards the creation of programmatic investment strategies. In terms of level of detail, these strategies are somewhere between a policy plan and a list of projects. A number of states now employ a long term programmatic investment strategies as a tool to both guide STIP decisions, and create a greater link between Department goals and policies, and future project selection.
This research identifies various methods by which various DOTs have developed and implemented programmatic investment strategies, i.e., prioritizing needs, allocating resources by type of asset, and making subsequent decisions on investment levels by infrastructure area. Further research is required to examine if a standard set of best practices exists, and to ascertain how such strategies have been implemented, both at the planning and programming level. and through the project development and operational processes within each respective DOT.
